Gender and Development National Adviser

The Asian Development Bank (ADB) Indonesia Resident Mission (IRM) was established to work with the ADB Headquarters in processing and implementing projects and programs, country programming, and knowledge work. It also coordinates ADB’s activities with other bilateral and multilateral development partner, NGOs, academic institutions, local think tanks, private sector, and other members of civil society in Indonesia.

ADB’s Policy on Gender and Development (GAD) and GAD Plan of Action provide a framework for addressing gender concerns in ADB’s program of activities ADB’s long-term strategic framework of Strategy 2020 recognizes gender equity as one of drivers of change for inclusive and sustainable growth in Asia and the Pacific. In this context, ADB is implementing a regional technical assistance (RETA) project on Promoting Gender Equality and Women’s Empowerment in Developing Member Countries. The RETA supports building GAD capacity in ADB’s developing member countries through resident mission-based national GAD experts. ADB is inviting applications from national GAD advisors to work as a long-term consultant (1 year, renewable) in IRM.

Description of Responsibilities

  • Provide gender technical inputs to the selected processing of ADB-financed loans with strong gender mainstreaming elements in collaboration with the Headquarters staff
  • Provide gender technical inputs to the implementation and completion of ADB-financed loans by assisting project executing agencies and implementing agencies in implementing project gender action plans (GAPs)
  • Build and strengthen the gender capacity of project executing and implementing agencies, national gender focal agencies, NGOs and other stakeholders
  • Provide gender technical inputs to knowledge products and country partnership strategy
  • Act as ADB’s GAD focal point in Indonesia, promoting partnerships with other partners
  • Prepare and conduct in-country gender training seminars for govemment officials and project staff

Reporting Arrangements
The position reports to Head, Project Administration Unit, IRM; and Social Development Specialist (GAD) in the Southeast Asia Regional Department in ADB’s Headquarters in Manila. The position is also expected to report to Principal Social Development Specialist (GAD) in Regional and Sustainable Development Department (RSOD) in Manila on financial and administrative matters, as the RETA is financially administered by RSDD.

Selection Criteria

  • At least five years4 relevant professional experience in GAD, preferably with demonstrated ability to mainstream GAD concerns in sector, relevant to ADB operations
  • Postgraduate degree, preferably in the field of GAD or relevant social sciences
  • Experience working with multilateral or bilateral development agency and/or international NGO
  • Strong interpersonal and communication skills
  • Ability to liaise and work effectively with staff of ADB, and government and non-government organisations.
  • Fluency in spoken and written English, particularly technical report writing skills in English
