Finance Consultant Hivos Feb 2009

Hivos is looking for a Finance Consultant (Indonesian national) to assist several NGO partners of the Hivos Southeast Asia Regional Office in Jakarta on a regular basis in improving their transparency and accountability in managing donor funding through strengthening NGO staff capacities on financial management and administration that comply with PSAK 45 (Indonesian Accounting Standard for non-profit organizations). The finance consultant will be contracted by the Hivos Regional Office for around 60 days spread over a period of one year. Upon satisfactory performance further assignments may be considered.

Tasks
The financial consultant under contract will fulfill the following tasks as part of her/his assignment:

  • Reviewing current accounting, financial reporting and administrative practices of NGO partners to determine adequacy of controls for reliability and accuracy; and to decide necessary supports needed.
  • Strengthening NGOs’ staff capacity in financial management, including managing accounting records, financial planning, financial monitoring and internal controls.

Expected Result

  • Assessment report on the adequacy of current internal control of the counterparts and follow up actions needed.
  • The counterparts have a series of procedures (SOP) designed to promote and protect sound financial management practices to ensure:
  • – financial information is reliable
  • – assets and records are safe
  • – organization’s policy is followed
  • – government regulations are met
  • Accounting software is set up in and used by the finance staff for financial recording and reporting.
  • Accurate and reliable monthly financial reports and forecast.

Qualifications
The finance consultant should have:

  • University Degree in relevant field such as Accounting, Management, or Business Management.
  • At least five years working experience in a relevant field, preferably (at least partly) with international donor agencies.
  • Have a strong knowledge on office software (word processing, spreadsheet, presentation) and preferably have knowledge of accounting software.
  • Able to work in a team, adaptable, flexible and have a result oriented approach
  • Knowledge of and experience in working with Indonesian civil society organizations or an international funding agency will be a distinct advantage.
  • Good communication skills; proficiency in English is a must.
  • Good understanding of and strong affinity with civil society, in particular with non-governmental organizations.

Candidates are expected to have affinity with Hivos core values.
A competency test will be part of the selection procedure.
The assignment requires travel within Indonesia to visit NGO partners. The contract will be for a period of one year for two or three days per week (negotiable).

Remuneration
The fee offered by Hivos is competitive with what is offered by most other INGOs based in Indonesia. Expenses will be reimbursed based on actual costs incurred.
