Planning and Budgeting Specialist (STC)

Background
Decentralization has transferred important roles, responsibilities, decision making powers over planning, financing, management and control over expenditure and revenue of public services to regional governments. As regional government responsibilities become increasingly complex and highly demanding, regional governments need to continually seek out the best ways to provide public services. One instrument to assist in addressing this challenge is inter-regional cooperation (IRC).

Potential benefits of IRC include better public services, increased regional cohesiveness, fewer and less intense inter-district conflicts, improved inter-district infrastructure, and improved coordination in spatial planning and regional development.

Objective
The goal is to improve economic outcomes in general and to achieve greater efficiency, effectiveness, responsiveness and quality in public services delivery to the community in particular through strengthening inter-regional cooperation.

The objective is to provide Directorate General PUM, especially the Directorate of De-Concentration and Cooperation with an Action Plan that will guide them in supporting regional governments in implementing inter-regional cooperation

Scope of Services
The work is proposed to be implemented by two individual STC who will work collaboratively in assisting Directorate of De Concentration and Inter-regional Cooperation in developing the Action Plan. Specific activity to be undertaken by the planning and budgeting specialist consists of the following parts:

Part 1 Assist STC Institutional Specialist in conducting a Desk Study
The objective of this part is to produce list of key issues inhibiting effective inter-regional cooperation; identification of areas, magnitude of problems to be solved, type of intervention needed from government at all levels to resolve the issues identified especially in the area of planning and budgeting

  • • Compile, review and analysis of relevant laws and regulations concerning inter-regional cooperation especially in the area of planning, budgeting and financial management
  • • Compile, review and analysis of existing donor’s study reports on inter-regional cooperation, and other references in inter-regional cooperation especially in the area of planning and budgeting
  • • Identify key issues, constraints and opportunities for improving the effectiveness of inter-regional cooperation. Areas need to be examined may include the following aspect :

Institutional aspect

  • Background and Purpose and objectives of the inter regional cooperation
  • Sector of cooperation
  • Type of cooperation and levels of government involved
  • Scope of cooperation
  • Institutional set-up
  • Rights, roles and responsibilities of each government level and non government stakeholders
  • Organizational structure
  • Staffing and human resources recruitment

Legal aspect

  • Legal framework and regulations
  • Provincial and Local regulation support
  • Agreement and contract preparation and implementation

Planning and budgeting aspect

  • Policy and planning for cooperation
  • programming
  • budgeting and Financial management
  • implementation of cooperation
  • monitoring and evaluation
  • Degree of objectives achievement and quality of service produced
  • Outcomes and impacts- on regional development as a whole.
  • Prepare desk study report

Part 2 Assist STC Institutional Specialist in conducting Workshop on Key Constraints and Opportunities

The objective of this part is to present, discuss and refine results of the desk study in consultation with regional governments and other non government stakeholders

  • Develop Terms of Reference, Agenda and organization of the Workshop
  • Facilitate and guide discussion in the Workshop to refine key areas identified above and identify the action plan needed
  • Prepare Workshop report to document results and recommendation of the workshop
  • Develop, consolidate and organize further the desk study results and workshop’s recommendation into Draft Action Plan that can guide Directorate General PUM, especially Directorate De-concentration and Cooperation in assisting and facilitating regional governments in implementing inter-regional cooperation effectively. The Action Plan clearly define the areas need support and assistance, time frame, outputs to be achieved, performance indicators and institutional responsibilities

Part 3 Assist STC Institutional Specialist in conducting Workshop on Draft Action Plan
The objective of this part is to refine the Draft Action Plan, define and agree on the priority activity that can be assisted and funded by DSF-The World Bank

Part 4 Assist STC Institutional Specialist in preparing the Final Report
Based on the results of the workshop, finalize the Action Plan report and develop sketch Term of Reference for agreed priority activity and submit to DSF for its implementation

Consultant’s Qualification
The STC- planning and budgeting specialist who will be recruited through the World Bank procurement system should possess the following attributes:

  • Advanced university degree (S2 or higher) in a relevant discipline, such as economics, financial management, urban and regional planning, public policy, public administration, or management (required);
  • At least ten years of work experience in regional development issues in Indonesia, including a strong background in at least two of: quantitative and qualitative research; organisational analysis and development; regional planning; financial management; and planning and budgeting (required);
  • Familiarity with decentralization and regional autonomy policies and regulations, particularly related to inter-regional cooperation (desirable);
  • Experience working with national, regional agencies and non government organisations (desirable)

Reporting Arrangements
The consultant will report directly to MoHA and the DSF Executive The DSF will review all deliverables, with input from MoHA. The DSF reserves the right to suspend or terminate payments if deliverables do not meet an acceptable quality and/or agreed deadlines for submission.
