INTRODUCTION

  • The World Bank’s Social Development Department in Indonesia manages a challenging mix of community development operations, analytical tasks, and policy dialogue with government on participatory programs for poverty reduction. Staff in the Department comes from an equally broad range of backgrounds, but all are committed to basic principles of participation in development programs.
  • As part of its portfolio, the World Bank Social Development team is currently providing assistance to the Government of Indonesia for its flagship poverty reduction program, National Community Empowerment Program or Program Nasional Pemberdayaan Masyarakat – Mandiri (PNPM-Mandiri). The goals of this program are to reduce poverty, strengthen local government and community institutions, and improve local governance.  This poverty program is expected to cover all 80,000 villages and cities in the country by 2009.
  • The Government of Indonesia realize there are a number challenges to be faced as this process begin : (i) standardization among PNPM-Core activities; (ii) harmonization on administrative process of PNPM-Core and PNPM Support programs; (iii) establishment of an integrated and open Management Information System as well as a Monitoring and Evaluation framework; (iv) recruiting and training community facilitators and consultants; (v) building capacity among local governments to understand and implement pro-poor policy and programs as well as ensuring the sustainability of the community empowerment process.
  • To meet these challenges, the Government of Indonesia, along with members of the international development community, established the PNPM Support Facility (PSF). This facility is expected to support and facilitate harmonization and decentralization of the PNPM Mandiri programs. The PSF is administered by the World Bank under the guidance of the Steering Committee.

SPECIFIC RESPONSIBILITIES

  • The liaison task of the Consultant will include assisting the Bank’s Task Team Leader (TTL) in his/her efforts to support overall coordination and communication related to the PNPM Mandiri Rural and a number of key pilots associated with it, by working closely with the Sekretariat of Tim Pengendali in the office of Coordinating Ministry for People’s Welfare.
  • In addition, the main objective of the assignment is to assist the TTL in ensuring that coordination and communication with the Sekretariat Tim Pengendali in the office of Coordinating Ministry for People’s Welfare run smoothly.

Specific Tasks:

  • Contributes to specific operational activities at all stages of the project cycle, including participation in the design and development of specific project components, responsibility for costing, financing and disbursements aspects, drafting of implementation arrangements, co-financing coordination, project supervision, portfolio management activities, ICR preparation, etc.;
  • Participates as a member of Bank missions (preparation, appraisal, supervision), conducts independent discussions with client representatives on selected problems and issues identified by task managers, and participates in negotiations;
  • Review and provide inputs and recommendations for improvements in project operations manuals and tools;
  • Review and Monitoring of PNPM locations in 2007-2010, on problems faced, progress achieved, and staffing;
  • Supervising selection and recruitment of PNPM consultants, their training and placement after training;
  • Identify and record problems and bottlenecks in PNPM implementation and provide regular feedback to the task team and governments counterparts;
  • Prepares, under guidance of more senior staff, complete reports to management or external agencies (e.g., minutes of Steering Committee Meeting);
  • Institutional Relation and Coordination – Working closely with the government counterparts in the coordination and communication with respect to program operation to ensure its compliance with PNPM Mandiri national planning and implementation policy;
  • Identifying and formulating various issues in relation with management/policy issues which may arise and provide recommendations on the follow-on strategy to resolve the problems and oversee the actions taken by the secretariat and its NMC as well as by Provincial Level Consultants;
  • Involve in coordination with other CDD projects under PNPM, such as UPP, SPADA and related Pilot Projects;
  • Responsible to oversee all operational, administrative and logistical tasks involved with all training, workshop and conference event.  Ensure quality control for the smooth functioning of the event;
  • Liaise with members of Tim Pengendali as needed regarding the PNPM Support Facility and other operational events forthcoming;
  • Other tasks as required in support of PNPM-Mandiri and Bank-financed projects which support PNPM, such as SADI, PNPM-Generasi, KRRP.

Qualifications for this position include:

  • Minimum Bachelor’s Degree
  • Minimum of 5 years’ experience with community-based development projects.
  • Familiarity with government structure and country system, highly knowledgeable with Indonesia Laws and Regulations that are relevant to PNPM.
  • Experience with the Kecamatan Development Program or Urban Poverty Program is an added advantage.
  • Experience in supervising and monitoring community-driven development projects in the different geographic and social cultural background within Indonesia.
  • Have a wide network with various stakeholders, including the Government of Indonesia, the client.
  • Ability to work as part of a team.  Must be able to work congenially and productively with other members in a team context.
  • Excellent oral and written communications skills.  Fluency in Indonesian and English
  • Computer literacy
  • Organized, personable, hardworking, able to travel extensively
