Consultants for Performance Management Systems Pilot

Background
A TAMF scoping assignment in early 2008 looked at various possibilities for further engagement by TAMF in public sector management. One recommendation, subsequently implemented, was for TAMF to support the development of Key Performance Indicators (KPIs) in Bappenas with the goal of advancing bureaucratic reform in this Agency.

From July until December 2008, with TAMF support, Bappenas developed KPIs from the organization level down to Eschelon III. KPIs form one component of a performance management system that aims to make civil servants accountable for departmental and individual performance. To drive performance KPIs do however require a supporting performance management infrastructure, including data collection and analysis systems and a strategy management office. Bappenas is not yet ready to implement this supporting infrastructure for the whole of Bappenas, but plans to do so by 2010, as part of its bureaucratic reform program. It is however keen to build on the good work to date on KPI development. This TOR therefore entails the piloting of the development of a performance management system, based on the Balanced Scorecard approach, in two units; Planning, Organization and Management Bureau and the Inspectorate for Administration and General Affairs. These two units have been selected due to their manageable size and committed leadership. Lessons learnt from the pilots will be utilized in the implementation of performance management for the whole of Bapenas.

Consultancy Objectives

  • Development of Two Performance Management systems pilots in in Bappenas based on the Balanced Scorecard Approach in the Planning, Organization and Management Bureau and the Inspectorate for Administration and General Affairs, and
  • A key group of Bappenas Staff trained in the development and operation of a Performance Management Systems based on the Balanced Scorecard Approachn Scope of Assignment

The scope of assignment will consist of:

  1. Assisting Bappenas in the implementation of Performance Management System Pilots based on the Balanced Scorecard Approach in two units:
  2. Developing a Dashboard Management System that provides performance indicators of the two pilot areas;
  3. Conducting training and build capacity of Bappenas staffs as KPI Coordinators in the two pilot areas;
  4. Establishing a Strategy Management Office (SMO) as the agent of change for the implementation of Performance Management System within Bappenas; and
  5. Developing Strategy Initiatives within the two pilot areas detailing required remedial actions or action plans to achieve the targeted KPIs as part of the Performance Management System.

Expressions of Interest are sought from experienced consultants / firms who fulfill the selection criteria outlined below.

Selection Criteria

  • Experience with the development of performance management systems based on a balance scorecard approach and dashboard management system
  • Ability to consult in Bahasa Indonesia
  • Relevant consulting experience in a Indonesian Government Agency will be highly regarded
