Duties and Accountabilities:

  • Make substantial contribution towards strategic management and coherence of Bank programs to ensure their alignment with Government priorities and the Country Partnership Strategy.
  • Monitor the quality of World Bank projects, including achievement of desired outcomes and compliance with performance and fiduciary requirements.
  • Lead an annual review of the Bank’s portfolio including all development instruments, identify cross-cutting issues, and develop approaches to strengthen monitoring & assessment.
  • Work with Bank teams on project design and implementation, follow-up on key implementation issues and provide leadership and advisory support in resolving problems and improving effectiveness.
  • Undertake analysis and policy engagement in improving effectiveness of government budget execution and project management. Make significant contributions to developing and implementing country and sector strategy.
  • Contribute to a successful dialogue with the Government of Indonesia (especially Bappenas and MOF) on all systemic issues relating to preparation and implementation of the Bank’s  programs and activities.  Lead policy discussions with senior officials.
  • Work with selected agencies and Bank teams on stronger implementation partnerships.
  • Coordinate with World Bank headquarters staff, especially on project and performance issues.

Selection Criteria:

  • Minimum of Master degree in Economic, Engineering or Business combined with extensive project work experience (minimum of 8 years of operational experience);
  • Sound knowledge of development and public expenditure issues in Indonesia, and constraints on timely and effective implementation of both government and donor-funded projects.
  • Sound knowledge of the World Bank’s assistance modalities and procedures, especially related to projects and technical assistance in Indonesia.  Ability to ensure implementation of Bank procedures while deepening support for country systems and capacity.
  • Strong focus on development outcomes, and an ability to think strategically and identify innovative approaches to meet country needs.
  • Excellent communication skills in writing, speaking and listening.  Strong interpersonal and diplomatic skills to support effective working relationships with Bank teams and country and donor partners.
  • Demonstrated ability to work effectively in multi-cultural environments with mutli-disciplinary teams.  Ability to effectively mentor, guide and train staff and to work independently and oversee teams to accomplish high quality results.
